Britain is unaware of how many immigrants are living in the UK, the government will acknowledge on the 11 June.

Unveiling a report on the issue, Hazel Blears, communities secretary, will call for improvements in data on immigration through the use of commercial information and other techniques, such as registrations with doctors.

Current figures are based on historic censuses taken before recent arrivals both from elsewhere in the European Union and beyond.

The move comes at a time of heightened political sensitivity in the UK to the issue with the government keen to counter perceptions of immigration as a solely negative force. Tomorrow, Liam Byrne, immigration minister, will issue a separate report rebutting the recent claim by a parliamentary committee that immigration was not positive for the economy.

The report will also emphasise the benefits of people coming to work and live in the UK – but only in part. It will also warn of growing pressures on re-sources, such as public services, and state the need to work out where future problems may arise.

Ms Blears and Mr Byrne will both call for stronger borders, through a single border force, but also restate efforts to make immigrants learn English and become better “citizens”.

The government has been lobbied in recent months by local authorities, which are struggling to deal with the financial costs of receiving large numbers of incomers.

An outspoken plea for more government funding to cope with the increased pressures on resources brought about by immigration has also been made by Julie Spence, the chief constable of Cambridgeshire.
