This problem will be discussed next month, by________ the school leaders will have to make up their minds about what to do with the problem. A. when B. which C. that D. whom 应该是选A吧， by when------by next month， 这个空也可以填which time 但没有这个选项 选B是不可以的，从句修饰的是 next month这个时间状语，而不是this problem |

支持选A，从句中好像不缺什么成分，by when就是做时间壮语从句用来修饰的了
